Marksheet Issue

I am working in chennai, I requested for duplicate mark lists because unfortunately 4 of my marksheets were little bit burned on a gas leakage, I shown the marklists with small damages but they doesn't give me back the mark lists instead of that they are demanding 1000 rupees DD for each marksheet, I asked why 1000 rupees each when I am having all the marklists with small damage? the lady staff said they will process my request after receipt of money only, and they never give back my mark lists, its like a little bit gambling...
