Result of M.Phil With-Held without any reason

I took the M.phil (Mathematics) Examination in November from Periyar University. THe University declared its Result in Feb. But my result was with held. When I trid to get in the matter I was told that my M.Sc. Marks LIst has not been submitted, Although I had already submitted it. Now even when I have resubmited my M.Sc.
