Nondelivery/Supply of Defective Gas Refills-reg

Sir,
I am a Indane Gas Consumer and get Gas from Sri Balaji Gas Agency, Ambattur. My Customer No. 32290 and my address is 197, thulukanam st, ambattur, chennai. Following is my complaint to your goodself. I also submit that I could not find any Greivance Redressal. Unit of Indane Area office!
a. Generally, there is cooked-up nondelivery of Gas Refills. Earlier, they said that cylinders will be booked after 01 month of delivery and after booking used to take another 3 weeks for II delivery. As bookings will be unacknowledged, besides cooking up of all reasons for nondelivery, I used to book only by post under acknowledgement.
Now, since there is ease of delivery, I booked a cylinder on 28.2.09 by telephone (telephone will always be busy or unattended) after last delivery of 17.01.09. They falsely say that cylinder was returned on 07.03.09 due to nonavailability of persons (my mother was there whole day in house on 06, 07, 09, 10 and I was there whole day on 08Mar09; don't we have other jobs!? if we were to made to sit in the house whole day, then they should compensate us @ 500Rs/day due to loss of earnings).
b. Besides two times, defective cylinders with gas leaks were delivered. I don't know why this occurs as I have not seen ever in my life such things. (probably defective cylinders are due to adulterations/removal of gas but refilled with pressured air?). These defects are dangerous since, in Ambattur area itself, one lady died due to gas leak. And who will compensate life?
