Mobile Phone Theft

Dear Sir,

Two months ago my mobile phone (Samsung) has been theft from my house and by luck there was a mobile tracker on my phone. On 4th October my husband got a massage from my that stolen mobile via mobile tracker. The massage was with one mobile no (919163961917) and IMEI No of my stolen no. The mobile no is that person's no who is now used my stolen no.

So this is my kind request please provide me the details (Name/Address) of the user of the no (919163961917), so i can take the leagal action.
