Not able to log to rediff BoL

Since 1 month I am unable to log to rediff BOI. The window opens but message connecting... and no out come and then message to check proxy connection erroe E111.

I after deletin, reinstall thrice the BOI messanger but no use.

I can check mails from internet.

I have not done any changes in settings.

ANY SOLUTION???
