Very urgent-removing of material from envelope without notice

I have sent a envelope with the plastic cello tape & staple to the address: M VELUSWAMY, PLOT NO.82, 1ST FLOOR, 4TH STREET, ASTHALAKSHMI NAGAR, VARADARAJAPURAM, CHENNAI-48.

Unfortunately i have enclosed an amount of Rs 500/- in it alongwith other paper document..

when the envelope has been reached at the above consignee, it was wrapped with brown tape & some staple & no money inside.

when asked at the sender service point.. they behave rashly & say'n that for doing this they will complain to police..

Now my problem is, if they have scanned the document before shipping & found something inside, why didn't they ring up to me & give back my money/or the envelope.

instead taken the money & wrapped with brown tape & say'n we don't know anything about it.
