Non-issue of petrol

Today, I sought petrol from HP petrol pump at Ambedkar circle, Bikaner (Rajasthan) (probable name of petrol pump- Mahavir... filling stn., not sure of exact name, but the location is exact) at around 6.40 P.M., but was told that the pump is totally dry & neither ordinary nor superior one is available.

Further, when I asked for the complaint book, I was not provided and instead refused to provide the same.

Kindly look into the matter, as per my knowledge, a bare minimum balance is a must & to provide at least a minimum quantity of petrol is a must.

Kindly let me know the action taken in the matter pl.
