Non Receipt of PF

This is in connection with my Provident Fund. I had resigned from my prior company on the 10th of October. I had requested for the PF amount to be released to me as I was in need of the funds. However, 1 year hence I am still to receive the amount. I have confirmation from my previous employer that the required forms have been submitted to the Kandivali PF office. My company had submitted both the 19 and 10 C forms. I have called the PF office a number of times in this regard. No one answers the phones in the office and if they do - which is extremely rare they always tell me it will be done the next month. This has gone on for a year now and I have not received my own hard earned money as yet. I don't understand why it has taken so long for the PF office to process my request. How long more do I have to wait to get back my money? To think of the amount of interest I could have earned on my PF amount itself. It is extremely frustrating and annoying how tardy the whole system is and how casual the attitude of the PF officers is. It would really be appreciated if something can be done about this and if I could get my PF amount without any further delay.
