Cheating in billing

Hi all..

Few months b4 i got a cug (Three connections) connection in aircell chennai through a agent. Two for me and one for my friend. I submitted the forms on jan 2nd, My first number activated on 9th jan, my friend number activated on 13 th jan and my second number activated on 19th jan evening. 20th is the billing cycle (I came to know from a customer care exe after billing).

On 19th i made a local call (300 seconds) from my second number, for that they charged me nearly 200 rupees. For one local call why should i pay 200 rupees, what is the mistake from my side.
