Cheated by broker/agent

I run a music school and a wanted a shop to start in a broader way. So I approached this agent Mr. Rasool Makrani/Pandey Star Estate Agency, Satellite Garden, Phase II, D-wing 2, Shop no 4, Film city road, Goregaon east, Mumbai 97.They showed me a shop for 25000/- rent and 1 lac deposit. It was a good one so I gave him token amount of 10, 000/- by cheque on the name of the owner of that shop. We agreed on the terms and conditions that since my husband was not in town so it was just a token money to block the place. The owner Mr. Anwar Jamal told me that till the time I dont pay him the full deposit amount of 1 lac the deal will not be final but still he will hold it for 4-5 days till my husband was back. Due to certain sudden financial problem in the family we immidiately informed Mr. Anwar that we will have to call the deal off. He said okay he will return my token amount of 10000. But last 3-4 days the agent from Star Estatr Agency is calling me saying that they will not return my token money. They are straight away refusing to return my money and talking about law rules and regulations. I am badly cheated. The owner is also now refusing to return my money. He says he will do what the agency tells him to do and he will not return my money. What should I do now. Please get back. I am sure you will help me with this. Every rupee is my hard earned mony from the students fees I earned from teaching.
