Education Loan interest

Hi,

I am Rajendra prasad Challa, i taken Educational Loan in 2002 at the rate of 13%. Basically i am from Pandillapalli village, Vetapalem Mandal, Prakasam District. for most of the people don't know about bank transactions. Bank manager said that it 1/- per month. we feel happy because if we go outside they offerring for 2/-.

They are charging interest from the starting day onwards. i feel that 13% interest on Education loan in 2002 is too high. can i complaint on this,

Help me on this.
