Inquiry for passport

Dear sir

my passport is valid from 12/12 to 11/12, but my pages for visa was finished, so i have submitted ny passport to get pages increaed or new passport in tatkal service, they have taken the douments and given me my old passport bac after cancelling it, but written that passport to be issues after inquiry, its been so long time but there has been no inquiry made, i needed the passport on urgent basis,

this is my third passport being issued on the same address, i was born and brought upo in the same place and they have already issued two passport on the same address but i dont know why they have put inquiry in this time.
