Police claiming bribe from my dad

We are constructing a house.the lady in the nieghbouring hood gave a complaint to the police that dust from the constuction shouls be avoided.but we know the reason she doesnt want us to build our house close to her because of her caste.the police spoke to my dad and he demanded for Rs.25000 or they will not allow for completing the building.so please, i ask the government look after this case.because of all these my mother is under going some mental pressure and tension.
