Registered post not delivered

Respected Sir,

With great sorrow i here by inform you that i am Modi B. Jairam of Kharagpur (west bengal) pin-721304. sent a registered letter on 11/09 to Director / S.D.E., Andhra University, Vishakapatnam pin- 530003. which hasn't been delivered to the above address, so i have complained in our district post office in Midnapore, but there is no response till date.

kindly take some neccessary action as soon as possible because my original certificates are posted in that letter which are very important to me.
