Excess billing

My mobile no. Is 9448116762..I have approached all possible people in mangalore and called people in bangalore.(bsnl customer care) They went on giving nos. But none was able to solve the problem. I have been receiving an amt of 1000 to 2000 rs exces inlast 3 mths billing under category sms premium content charges but none of them are able to deactivate it. I am totally puzelled whom to approach. Percept 151000 types of charges are levied in detailed billing. I hope some one from bsnl is going to help me after reading this. 3 letters already given to deactivate all my services.but everything in vain.
