Time of power cut

We are staying in Anna Nagar Chennai, 5th Avenue, Y Block, We find that the time of 2 hour at power shutdown is always kept at 4pm to 6pm through in news paper the time should be 8 am to 10 am.

By this mail I want to draw attention to the concerned department in TNEB that the time of power cut has not changed from April whereas it should change every month
