Non activation of sim card

I bought a new airtel postpaid connection on 1st july from the dealer of airtel by the name of Ace services (located in kalyan west).the name of the incharge is Mr. Naresh.his cell no is 9821808027.he promised to activate the card in 48 hrs.but its 23 days now that its not activated.the details of the card are:

MOBILE NO: NOT PROVIDED...(said that airtel will give me the no after the card gets activated.)

MRP: Rs.599/-

he doesnt respond to my calls.i left him many messages but didnt get a feedback.please help.
