Push mail service not working

I have purchased one blackberry set along with air tel connection and from the very beginning day of activation my push mail service is not working and on 14th may first SR has been raised after that several SR has been raised but problem not resolved but air tel raised bill every month after long discussion with sales manager he credited me Rs 400 in my account but problem not resolved and air tel raised their bill in next month.

Now customer care executive not responding.

How can I pay Rs 899 service tax without getting service and how long?
