Giving wrong information and confuse consume

I am using Airtel boradband with 780 unlimited pack with 128 kbps speed on my company name from last two years. And I came to know that TRAI release an order to all broadband (if the company say broadband connection) companies to provide minimum 256 kbps speed. But when i asked them to give me actual speed as per trai norms they told me so many stories like, ur connection is commercial, ur connection is not broadband, ur plan was booked as residential plan etc. etc. At Airtel website they mention cheap broadband plans but they don, t mentioned that which is commercial and which is residental. They are refusing to change my plan. Plz suggest me is I am eligible to file case against them.
