Failing to deliver on basic Promisses

This is an old mail which was sent to the Nodal office of Airtel.

To whomsoever it may concern,

I had applied for a new Airtel connection with your staff in Andheri (e). After a discussion, I was told that the conenction would be set up within 10 days and the building will go live and till then we will get a temporary connection from the nearby buildings that have an Airtel Broadband connection.

From the 8th day i.e. Monday (28th January 08), I started following up with the representative who sold the connection to me (contact name Sunil, contact number 9967794044) as there was no activity happening around my house to set up the connection (AND NO TEMPORARY CONNECTION AS WELL). I was told by him that all the approvals have been gathered and the work will begin from today. However nothing materialized.

10 days have passed an nothing was done about it. On speaking with the supervisor (Name Praful, Contact Number: 9867570655), he says that there is an approval still pending and hence no work can start. On asking how long it will take, he says that at times it takes a month to get the connection. On trying to contact him again to further discuss this, my call was continously being rejected from his side.

My question is if that if it takes such a long time, why we received the FALSE comitment of 10 days and above that if there were approvals pending, why were we told in the first place that everything is moving as per plan. Airtel Broadband is NOT showing true professional behavior.

I request you to please tell me how long will you guys take to provide the connection (AND PLEASE TELL THE TRUTH) so that we can till then find other ISPs to solve our broadband needs. If you are not able to deliver, I request you to please give a full refund of the amount paid to you by my complete society along with an apology of not delivering to your commitments.

Since then I received my payment back but I still havent received the signed documents which contains a No objection certificate for them. On continous requests I still havent received it. Please help me in either getting this connection or retrieving the documents which they have kept and are not giving it back.
