Complain against unknown numbe

The number 9911316389 has called on my cell numerous times 12-26 and again on 10-12-08. When we called on this number he will not pck the phone & whenever he pck he didnt reply, and sometime he use abusive language. I dont know who is he he is crazy and I want this stopped. How can I make this happen?
