Booster pack not activated. My money is not returned

I paid Rs 40/- for booster pack recharge to a dealer called Mehta fancy Stores at Ambattur Chennai-600053. I received message from Airtel that your recharge is not successfull. Trans id no. is 122449229. dated 14-12.

I asked the dealer to pay back my money. He spoke to Airtel and told me

your booster pack is charged. Airtel is charging Rs 1/- per call instead of

Rs 0.5/- I am asking Airtel to take action on Mehta.
