Wrong balance deduction

Hi i am ankit. My balance is deducted 30 rupees and i got a message that theme is downloaded which i dont. the customer care service is very poor, it never connected. I have been trying for last 3 months same wrong balance deduction occured before. Where i consult or complained if customer care is not connected.
