Charging excess for all its incoming calls on series 770

I am having Reliance Communication Post paid connection in scheme outgoing any cell 50paise. While I am calling to Airtel No. series 770 (for example i had called on no.77061711 for 4 minutes of talk i had paid 6 Rupees) i have to pay 1.50paise (One Rupee and fifty paise) per call. Why this much incoming charge for Airtel Nos. kindly clarify. This is against rules for charging excess incoming calls of Airtel for series 770.
