Won't fix bill

Airtel charged me Rs 4500 for GPRS that I did not have.
I brought this to the attention of their customer service agents and this is what happened
1) First response - "The charges are valid ma'am." (Bbb but I don't have that service dummy)
2) Second - "I'll forward your complaint, we'll call you back regarding it." (but they never do)
3) "Please pay bill or we'll disconnect your phone." (But they haven't fixed my bill yet.) "That's your problem ma'am please fix it as soon as possible" (But how can I?)
4) Uneducated, rude people call you to pay the bill, you ask them for their ID and they hang up on you
5) Your phone is disconnected, your bill STILL not fixed (But my resolve is strong to fight it)
6) Customer retention calls to tell they value your patronage. You tell them about your problem, they say they'll call back but never do
7) More rude, random calls. Now on your home phone.
8) Collection people call. Ask you to meet midway. Your patience has worn out and you probably give in.
It's shameful that AIRTEL does not have a customer service department. They have a bunch or untrained and unintelligent people who pick up calls to waste the customer's time. No complaint I've made has ever been resovled. Even when they themselves call to ask if we're satisfied with their service. It's such a sham.
I'm so frustrated with their billing. It's the second time it's happened to me. And I can't bare to go through tihs frustating sequence again, hence i'm disconnecting from them.
