A person is giving blank calls from many days

Hi,

Last month my sister lost her mobile from her office and after that we taken the same airtel number.

From that event one person is just giving blank call on that number and if we pick up the number then also he speaks some irrelevant things.

And airtel can't block or filter out the number.

What should I do for this issue? because we can't give police complaint as the person may know her.
