Contineous addition of account level charges

After getting bill, i use to drop cheque at nearest drop box which is at munshipulia in Lucknow 3-4 days prior to due date. if company is not able to get local cheque cleared within stipulated time, how far i'm responsible in delaying. company does not bother to get payment in time, because they have an option to add account level charges forcefully.i have made complaints 2-3 times to 121, but of no use. this is last time to get my complaint register before you. if i am not getting proper response, i will get my connection disconnected.
