Egarding with calling to bsnl and no good response from customer care

I am having prepaid connection to rajasthan, there are problem that through airtel service i can't use bsnl link,

this problem occur around 20 days.

if i contect to customer care then he talking as responseless person.

why use this service where communicatation is not properly.
