Getting computer calls

I am currently visiting europe, and have been getting regular calls on my cell from a number, 9993562523 . Since recieving the call would be expensive (due to international roaming), thus i always try to call back the number and its always switched off, even when i call immediately after recieving the call, it comes as switched off.

Can it be a computerised number? This is a nuisance and disturbance.
