Poor Indor Network

I have an issue with poor indoor network. i had complained on 5th August, i have even forgotten the complaint number. but i have been very rudely told there will be no change in the status of the service. i have been given numerous status such as site is being planned, site is being constructed, a repeater will be installed. how do i get to TRAI and teach these ridiculous people so that i get better services?
