Deduction of unnecessary charges in the name of VAS download

I am subscriber of Airtel WB, When ever i am sending any SMS (local or STD) after normal deduction of charges, one more notification comes after 5 minutes which tells that "you hae been debited Rs 2 for VAS downloads", after this message from my balance 2 rs gets reduced, At call center also they are not giving any satisfactory responce, they always tell to call after 6 hours when i called about 6-7 times they agreed to give 2 Rs back, when i asked for what about my previoues charges & what if this thing happens in future they are not replying about this thing, also after talking to them in call center they told we are giving you balance which is debited but that is also not done
