CHEATING & poor customer services

I have received SMS on 8 july recharge with 190Rs and get 190 talk time. I recharge my mobile (9896774782) same day but till now i could not get full value i receive only 170.After many complains (complain no 125846) i have not received the same. They every time says wait for 2-3 days your problem will solve. Today customer service says you can not get the balance. I think this is CHEATING with customers. Why they do SMS like this if they do not give it.
