Charges without information

I am using sms pack of this airtel company in which all sms are free. but in last bill i was charged Rs. 186 taxes for sms.

On inquiry customer care people said that these sms were charged because i sent them on a dusshera, a blackout day.

Now in india there are at least 100 festivals in a year. how can i know that which is a blackout day and which is not.

Airtel can send me sms to download wallpapers, to consume value added services. but it can not send me a sms regarding information which can be useful to me. and after charging they say, nothing can be done. you have to pay.

Come on Indian politicians. bring number portability system and then customer automatically force them to give better services.
