Time of call scam

I am using the Airtel Number 09601724024. Oflate I have seen many cases when my call ends at xx:59 secs but still I am charged for the higher slab for instance if call duration is 02.59 min then I should be charged Rs.3 but I am charged Rs.4. every time I call & complaint for this I get back the One rupee but everytime this is not possible. I want the permanent solution for this on behalf of 101, 114, 971 (Number from Wikipedia) Subscribers.
