Internet and Phone Does not work

I am suffering with the pathatic customer care service of Airtel.
My phone and broadband have not been working for many days and I lodged a formal complaint 5 days back. After multiple reminders and calls they made my phone working but not the internet. After my continuous followup and new complaints, I only hear that it will be done soon. But no one cares in their customer care. They keep giving new numbers to call and speak with those people as if I am on their payroll to handle all these logistics.
I have suffered major embarrasement as I could not use internet for couple of meetings with my clients. This results in my loss of my productivity and also adds to so much of frustration. I would request an action against such irresponsible companies for lack of their service quality.
Moreover, as per law if the phone or internet is not working for more than 3 days, I should be paying them the rental. I received a new bill today. How do I refuse? I fear they will create more problems if I refuse to pay.
