Cheating in recharge value

On this saturday i went for a top up to my local shop of rs.200/ dfor my son's mobile no.9871265991. The ashop keeper took the money and charged it through his mobile. To my shock and horror I got a value of Rs.103/ only. We had an argument and the shop keeper checked with somebody on his mobile and told me that had you asked for a top up of Rs/198.00 only you would have got more than Rs.170/ value. This is plain stupid and cheating by the company. If such is your policy then ensure that peop-le handl9ing your services know about them and can guide the customer. What should we do now?
