Card Activation problem

I brought two airtel cards..(one for 100 and one for 150 from two different shops) but both of them dont get activated.. i contacted with the customer care.. they said to recharge.. so i recharged it with 250 (1month validaty and Rs.97 talktime).. but still i received the problem. again i contacted the customer care.. they said that the shop keeper should activate it.. i went to the shopkeeper.. he said i activated.. there is a problem with the card.. so you contact the airtel... both of them are pointing each other.. but i dont got any solution for it... i wasted nearly Rs. 1000 for the cards.. but till now no solution...
