Conectivity & Speed of USB Modem

Sir,

I have an USB Modem (Pre-Paid) connection vide no 9199249269, I have made first (by 121) complain for not getting network tower at my home dt 29/07 vide no *513700, again 07/08 vide no *114600. But problem is not resolved. Then I have made written complain at customer care, Ranchi dt 07/09 vide no CADCN308502988100 and meet the person at customer care several time and network tower problem is solve on Nov'2009. But there is new problem arise the speed is only 53.6 kbps, instead of 236 kbps.
