My Mobile data had been deleted

I got one Airtel mobile sim from Mr. Virendra (Airtel Agent Civil Lines Allahabad) and got it converted to etop sim few days it worked properly but from last 30 to 40 days it is allowing only emergency call though I had already provided Mr. Virendra with my ID proof and I complained to him about my problem neither he is solving my problem nor he is available at his office when ever I go to meet him in his office I being told that he is not around. Thus I wish my complain should be forwrded to the concerned authority so that I may hope some solution for my problem.
