Wrong billing

My mobile number is 9959953542 i took my cell on feb 13th.i own a black berry cell phone.i imported it from us i took a airtel sim.i called the airtel costumor care for assiatance on gprs settings. they gave me a number 7070 by name blackberry care.they made me wait for 4min on line and charged 19.12 rs. they told me that it is a tollfree number.then how can they charge me??? when i complained against that at coustomer care they are giving me different answers... one says mony is not refundable, one says money is already refunded, anothersays wait for one more day... i"ve beeen calling them since 19th no refund of balance till now can any one hlp me out. airtel is looting the people i think it should be punished...
