Poor services

I am having a connection no.9997071971, it was mainly for internet, but it never worked. There was no responce to complain customer care. I was paying bills for no service. Bills were coming after 2 to 3 month duration. From last six months i have got no bill even on complaining many time. Now this will be a hefty amount, What should i do now?
