Egarding outgoing calls

I have complaint regarding my prepaid number. The next day after my validity got over (i.e.on 16th) i had recharged my cell for Rs.398 .Incoming calls is activated but still i am not getting the outgoing service..it has been blocked..can i know the reason??? plss give me a reply soon..
