Service tax being charged on selection of the number

I have taken a airtel connection recently with a platinum number charge on the selection of a number i.e., (Rs 5000/-). I was given a waiver of Rs 2500/- and balance was paid. When I received my first month bill I found that they have charged Rs 5000/- in my account adding service tax on the same of 12.36% i.e., (Rs618/-) and against the same a payment of Rs 2500/- which was made at the time of taking the connection was adjusted. The bill reflected that I still need to pay Rs 3428/-.But when i contacted the airtel customer care they gave me waiver of Rs 2500/- as assured but they have yet not waived the service tax part. I spoke to the floor manager Mr. Azaruddin Sherif who said that the same cannot be waived off. He told me that he can waive Rs 309/- i.e., (12.36% on Rs 2500/-) which was given as a waiver to me. When I took the connection I was provided with a receipt of Rs 2500/- Without any service tax. The floor manager said that he cannot connect me to the manager Mr. Srikant. I have made the payment of the due bill excluding the service tax which is not being waived off.
