Number locked instead of migrating plan from Post to pre-paid

I am the subscriber of mobile no 9970155678, i have applied for migration of plan from Post paid to Pre-paid. i have been informaed to pay additional Rs.1500/- in liue of number change then only your plan will be migrated. They have locked my number from 15.10.08.

Actually, they have not told about the charges at the time of taking the number before 3 years. and as per ruling of TRAI, w.e.f. The service provider cannot change the number while migrating the plan and also cannot charge addl amount in any case.

I got all the correspondance with me. Kindly help me
