Over charging GPRS usage and no proper network. Calls gets disconnected

I would like to register a complaint, please see the email i have sent to 121@airtelindia.com. which is self explanatory.

I have registered many complaints for network issue at my residence address (billing address). I am raising this complaint right from day 1 but no resolution till date. Nearly 5 times i have registered this complaint and your system shows no records. Every time i got response that you are doing some tower upgrades which i have not noticed any change in the network.
2nd complaint i registered is unjustified gprs (Rs 570). I have not accessed internet for more than 5 times. I am being charged after every 6 mins which is not acceptable. More surprisingly I really don t understand when there is no network coverage at my residence then how can gprs download files (I am being charged 0.30 ps every 6 minutes till late night.
Please give me details of kbs downloaded through my account. Your billing department has closed my complaint themsefves stating that correct charges are billed to me. I want to understand on what basis or back up documents your billing department is claiming this.
I need resolution for both the complaints as your 121 executives are fooling customers by disconnecting the calls or giving complaints nos which shows unregistered after few days.
If these complaints are not resolved then i would prefer shifting to some different service provider.

Airtel network is poor and also they don't resolve customer complaints. How can Airtel provide 'ATTUT Network' to their new customers, when their own old customers are suffering for network issues.
