Did not get the right plan for which i have applied

Hello,

I had applied for Rs 699/- supersaver internet plan with the speed of 256 Kbps and a phone having some free call service. i got the connection 8 days before but its of 499/- with 128 Kbps and no phone at all. I have complained for it to the servies man but it didnot work then he suggest me to complain. I am still waiting for the correct service. Not any phone has been connected till now.so, what should i do now. Please do help me.
