Lifetime prepaid no recycling

I bought airtel lifetime prepaid in the month of may 07 and subsequently recharged Rs 100/- on 30/05 at 1046 am trans id 1468009384 . then visited for web access to airtel customer care at andheri . got it activated . went to some other place for month . my no deactivated by them stating govt rules about adress verification .nobody visited my residence for verification . since i was out of maharashtra no roaming was there .now i found that this no is recycled and given to other person . however i decided to go for other no with same lifetime prepaid money which i paid to them . but airtel custcare refused to do so. they are not into losses because of no recycling as airtel must have charged other person same ammount . pl look into matter and refund me the rs 700
