Mobile connection not activated

I was promised that my mobile connection 9801340128 will be activated on 16th Dec at 2000 hrs which is not done yet. I am travelling and the inactive mobile phone is a serious handicap.

Kindly do the needful or intimate me where I should complain next

or should I make a complain to TRAI ombudsman?
