No Bill and Disconnection / call barring

Hello,
Airtel Mobile has been harassing me and wasting my time month after month. This is the third month in succession that they have not sent the bill to my address (hard copy) in spite of repeated requests and complaints. In spite of my registering a complaint (# 547075946 dt. 19Aug09) (done every month), they bar the outgoing calls. This is ridiculous! This is willful deficiency of service. Not only is this deficiency of service but deliberate harassment, refusal to correct and gross negligence. Any help in taking this further is appreciated. Right now, my phone is not working (above stated reason).
