DND activated but Pomo Calls SMS Comming

I have activated my DND service on my prepaid airtel mobile in DEC after activation also lot of sms from airtel like New offers, ringtones etc. as well as recorded calls are also comming on my mobile. every time i had talk to customer care executives, every time i got reply that call us after 4 hrs. or tomorrow currently my system is not working. Now DEC is comming, after one year also DND is not activate. now airtel is started new thing in IVR that call on 198 for Complaints, after dialing this NO and going through the IVR options, we get the reply that "THIS IS NOT A VALID NUMBER". What is this? Customer care executives are also not properly talking about this. they are not also properly trainned.
